By investing in special-needs access, your business or service is available to a segment of the market that has long been over looked.
It is estimated that in the MENA region there are approximately thirty (30) million special-needs people.
In May 2003, the Economic and Social Commission for Western Asia (ESCWA) organised and led the Arab Regional Conference on Norms and Standards Related to Development and the Rights of Persons with Disabilities. In parallel, ESCWA has started an initiative in MENA cities to promote accessible buildings.
Public policy on disabilities in MENA countries tends to be focused on a medical approach, and does not yet adequately incorporate an integrated approach that promotes an inclusive environment.
This results in special-needs individuals being excluded from contributing socially and economically to society.
Lack of adequate infrastructure and transport facilities remains a major impediment to social and economic inclusion in the region. Documenting the impact of poor physical access for individuals with disabilities, and its effect on social and economic development, is an important strategy for promoting an inclusive environment in the region.
In November 2006 the United Arab Emirates (UAE) Federal Government passed UAE Disability Act (Federal Law No.29/2006) to protect the rights of people with disabilities and special needs. One of the principles of this new Law requires that people with disabilities and special needs must be provided with equitable access and related facilities into all new property development projects.
Despite this, special-needs consumers are still facing barriers to access and services on a daily basis. The Human Rights and Equal Opportunity Commission will prosecute service providers and employers who have not made the necessary adjustments to make their premises accessible to disabled people.
Accessible buildings and infrastructure also enhances access for parents with children (strollers), people with temporary injuries, & couriers, whilst also augmenting Occupational Health & Safety requirements. Don’t suffer the fines and negative press by ignoring this issue; make sure you comply with UAE Disability Act.
